Mr Loke is an advocate for the digitisation of key government services, having overseen the digitisation of the bidding system for car number plates under the Road Transport Department (JPJ) during his first stint as the Minister of Transport from May 2018 to February 2020. Mr Loke is pressing ahead with the digitisation agenda with the firm belief that it will provide a more seamless and satisfactory experience for the public.

A member of the Democratic Action Party and currently its 6th secretary-general, Mr Loke has been both the Member of Parliament for Seremban and the Member of the Negeri Sembilan State Legislative Assembly for Chennah since 2013. Mr Loke, a native of Seremban, graduated with a degree in Development Science from Universiti Kebangsaan Malaysia.​​
